The Asian Development Bank (ADB) implemented a regional technical assistance, TA 8566: Mainstreaming Integrated Solid Waste Management in Asia, to conduct an assessment of solid waste management practices in five case study cities in Asia and to provide recommendations and best practices that can guide municipalities, ADB project officers and others on how to improve proper waste management and achieve a clean, livable city.

A primary focus of the TA is proposing a project that ADB could support and finance. This proposed project is the subject of different documents in the TA: the Integrated Solid Waste Management (ISWM) Plan, draft Terms Sheet and Bid Parameters, Prefeasibility Study, and for some case study cities, a Policy and Regulatory Reform paper.

The Policy and Regulatory Reform paper is expected to address clarifications required in terms of laws or regulations for basic processing of specific projects such as national government approval for some facilities. This paper will also include recommendations for municipal capacity strengthening.

For this Policy and Regulatory Reform Paper for the Philippines, the purpose is to identify weaknesses and potential areas for reform in national government solid waste policies and regulations covering Quezon City and Sorsogon City, Philippines – two case study cities under the TA. This report should be read together with the Integrated Solid Waste Management Plans of Quezon City and Sorsogon City.
