Updated Public Expenditure and Financial Accountability Performance Measurement Framework

The Public Expenditure and Financial Accountability (PEFA) program was established in 2001 by the World Bank, the European Commission, the International Monetary Fund, and the Governments of France, Norway, Switzerland, and UK, with the goals of strengthening recipient and donor ability to assess the condition of the Public Financial Management (PFM) system in a country, and of developing a practical sequence of reform and capacity building actions.

The PEFA Partners would like to ensure that the Asian Development Bank (ADB) as a user of PEFA Framework—the basis for ADB’s assessment of public financial management systems at country level and a key element of country Risk Assessments and Management Plans—is informed about the proposals to update the Framework, and to comment accordingly. The result was an interactive workshop organized for relevant staff using case examples drawn from PEFA assessments, which required participants to engage in a combination of individual and group work.
