Technical Training on Urban Railway Policy

Staff from ADB’s headquarters and resident missions participated in this urban railway policy training which discussed the mechanism and institutional arrangements that have been promoted from the historical expansion of railway network in Tokyo. The training was designed to enable participants to (i) obtain practical tips of coordination between transport planning and urban planning in the upstream project design of urban railways; (ii) understand methodologies to incentivize railway operators in terms of healthy competition and cooperation; and (iii) grasp key factors of successful value capturing for funding urban railway projects. Through discussions with speakers, participants found solutions that could be applied in ADB’s developing member countries.
