Resilience Learning Month 2026 Capacity Development Course
16 April to 15 May 2026


This year’s program covered seven major topics: low-carbon transition, carbon pricing and carbon finance, climate and disaster resilience, climate finance, disaster and emergency assistance, Paris Agreement alignment, and environment and nature.

The hybrid program comprised e-learning courses and introductory modules, coaching sessions, and in-person activities held at ADB headquarters. It also included a field day at two nearby learning sites: the Philippine Disaster Resilience Foundation (PDRF) Emergency Operations Center (EOC) in Clark Freeport Zone, Pampanga, and the Health System Enhancement to Address and Limit COVID-19 (HEAL) Project at Jose B. Lingad Memorial General Hospital (JBLMGH) in San Fernando City, Pampanga.

A total of 40 ADB staff members (20 from headquarters and 20 from resident missions) were selected to participate in the 2026 Resilience Learning Month. The participants included Technical International Staff (Levels 1–4) and Technical Local Staff (Levels 1–8) who played an active role in country programming, project preparation, and implementation. They were not climate change or disaster risk management specialists but were interested in building their skills and knowledge in these areas.
