Resilience Learning Month 2025 Capacity Development Course 8 August to 18 September 2025 This year’s program covered six major topics: low-carbon transition, carbon pricing and carbon finance, climate and disaster resilience, climate finance, disaster and emergency assistance, and Paris Agreement alignment. Low-carbon transition: The module explained the opportunities and challenges presented by a low-carbon transition in Asia and the Pacific and outlined how ADB could support countries in achieving their climate goals in a just and inclusive manner while supporting economic growth and development. Carbon markets and carbon pricing: The module introduced carbon pricing as part of the national climate policy architecture and presented an overview of international and domestic carbon markets. It also featured relevant case studies on carbon finance from ADB. Climate and disaster resilience: The module explained how ADB was strengthening the resilience of its developing member countries (DMCs) through upstream, midstream, and downstream support. Climate finance: The module introduced key climate finance concepts and provided insights into global and regional climate finance landscapes. It included discussions on approaches, methodologies, and common principles for tracking climate mitigation and adaptation finance, as well as internal guidance on enhancing climate action in ADB operations. Disaster and emergency assistance: The module introduced ADB’s approach to disaster and emergency assistance, including the financial management of disaster risk, post-disaster needs assessments, and build back better principles. Paris Agreement alignment: The course was designed to deepen participants’ understanding of the process and methodology for aligning ADB operations with the mitigation, adaptation, and climate resilience goals of the Paris Agreement. The hybrid program comprised e-learning courses, interactive online workshops, and in-person activities held at ADB headquarters, including a field day at nearby ADB project sites—the Malolos–Clark Railway Project and the Ayala Electric Mobility Ecosystem Project. A total of 38 ADB staff (23 from headquarters and 15 from resident missions) were selected to participate in the 2025 Resilience Learning Month. The participants included Technical International Staff (Levels 1–4) and Technical Local Staff (Levels 1–8) who played an active role in country programming, project preparation, and implementation, and who were not climate change or disaster risk management specialists but expressed interest in building skills and knowledge in these areas.
