Philippines

The Competition Policy Dialogues launched its 2026 series with Regulating the Unregulated: AI Platforms and Competition Policy in ASEAN (MDB session), held on 4 May, with approximately 90 participants attending in person and online.

The session examined the layered structure of the AI stack and the case for proactive, adaptive regulation. Discussions covered merger reviews in digital markets, competition principles in digital public infrastructure, and the need for coordinated governance across national and regional stakeholders.

Key takeaways included: as AI adoption accelerates, adaptive rather than reactive policy frameworks will be essential; competition authorities must strengthen collaboration with peer agencies at both national and regional levels; and multilateral development banks such as the ADB have a valuable convening role in facilitating this coordination across ASEAN.
