Publication Launch Webinar: A Comparative Analysis of Tax Administration in Asia and the Pacific (8th Edition)

Domestic Resource Mobilization remains a top priority for many economies in Asia and the Pacific. Following the COVID-19 pandemic, many revenue bodies have reestablished and rebuilt administrative systems to urgently restore government tax revenue flows disrupted by the pandemic. 
 
The eighth edition of A Comparative Analysis of Tax Administration in Asia and the Pacific examines the performance of revenue bodies during the recovery phase from the pandemic, offering a comparative perspective across 45 economies in the region. The analysis draws on findings from the International Survey on Revenue Administration (ISORA) 2023. ADB consultants Richard Highfield and Annette Chooi will present key findings from this edition and ISORA 2023, sharing critical insights for improving tax administration efficiency and exploring ideas for further reforms. 
 
Speakers:
  
Richard Highfield is a consultant in tax system design and administration and holds a Bachelor of Commerce degree (Accounting Major) from the University of New South Wales (UNSW). His professional career included 12 years (2003-2015) as a division head and senior advisor with the Organisation for Economic Co-operation and Development (OECD) in Paris, 5 years (1997-2003) as a senior advisor with the International Monetary Fund (IMF) in Washington DC USA and Moscow, Russia; and over 25 years with the Australian Taxation Office where he was a Second Commissioner of Taxation from 1993-1997.  
 
Annette Chooi has over 30 years’ experience in tax administration. Working for the Australian Taxation Office (ATO), she held positions in the senior executive service, performing a range of roles, including heading up the ATO’s Large Business and International compliance operations. Other roles included leading several major policy reforms, including the introduction of a new tax system for small business, reforms to improve domestic tax policy and administration, and the implementation of tighter regulation for large businesses with international operations.
