In this learning event, Joel Yu, chief regulator of the Philippines' Metropolitan Waterworks and Sewerage System Regulatory Office (MWSS-RO) emphasized the need for a strong regulating body to implement and oversee water concession agreements in mega-cities such as Metro Manila. He also shared the MWSS-RO's initiatives, and how they can succeed with the support of other institutions, such as ADB.
