It is About Time: Measurement, Challenges, and Policies for Asia

Time, though universal, is distributed unevenly. Time-use surveys show how people allocate hours among paid work, care, learning, leisure, and self-care, revealing gaps in productivity and opportunity. The report It Is About Time: Measurements, Challenges, and Policies for Asia reviews key challenges in survey design and presents the first harmonized analysis of microdata from eight countries. Its findings highlight the full range of paid and unpaid activities that sustain economies and underscore the need to invest in care systems, infrastructure, and labor market reforms for inclusive growth.
