Insight Thursday: Building Community Resilience Through National Climate Funds 10 April 2025 This session explored how creating “community windows” within national climate funds was a key strategy for delivering locally owned investments. Interestingly, ADB developing member countries were keen on establishing specific finance vehicles to invest in their resilience and development goals, to enable increased finance mobilization, greater coordination, and support programmatic approaches. The session also presented examples from the Asia and Pacific region showing that national funds could be used to effectively channel resources for climate resilience to local actors—local governments, community-based or non-government organizations, women’s cooperatives, MSMEs—when these funds were designed to target such local actors, with support to help them access and utilize such funds.
