Indigenous Peoples and Local Communities Dedicated Windows: Lessons for Emerging Mechanisms
21 October 2026

Armenia

High-level roundtable led by CIF, WBG and AfDB highlighting how the governance model and learnings from the Dedicated Grant Mechanism for Indigenous Peoples and Local Communities (DGM) can inform the IP & LC allocation of funds like the Tropical Forest Forever Facility (TFFF), and the GEF new IP&LC initiative for GEF9 to enhance direct nature finance towards Indigenous People and Local Communities.

This event, co-organized and facilitated by Climate Investment Funds (CIF), the World Bank Group, African Development Bank and Global Environment Facility, will explore how proven models of Indigenous Peoples and local community (IP&LC) governance, such as the Dedicated Grant Mechanism for Indigenous Peoples and local communities (DGM), can inform and strengthen the emerging generation of climate finance facilities.

The DGM, was the first global mechanism designed and governed by Indigenous and local leaders, so far channeling USD 70 million directly to communities across 12 countries.  A second phase is in early stages with USD 40 million in grant funding allocated under the CIF’s Nature, People and Climate (NPC) program. As such, the DGM will continue being a source of experience and lessons to be exchanged with others.

Mechanisms under development such as the TFFF and its Dedicated Finance Allocation (TFFF-DFA), which reserves a minimum of 20% of forest payments for IPLCs, as well as recently established dedicated funding window for IP&LC and an aspirational 20% target to direct funding to indigenous-led conservation by the GEF, represent an evolving landscape for inclusive, rights-based nature finance.

Expected Outcomes:

  1. Dissemination of key lessons from and governance modalities of DGM to inform future direct-access facilities.
  2. Explore ideas for continuous engagement and knowledge sharing between partners of DGM, TFFF and GEF window and other similar initiatives.
  3. Recognition of the importance and potential impact of inclusive governance, outcome-based approaches, and integration as core design principles for future nature funds.
