Increasing Investments in Climate Information and Early Warning Systems: Beyond Public Goods to Strategic Investments

The Asian Development Bank (ADB) is organizing the Early Warning System (EWS) Investment Planning Workshop on 2 September 2025 in Manila.

This workshop will contribute to the goal of increasing investments and access to climate information and early warning systems (CIEWS). This is a key target of the Sendai Framework for Disaster Risk Reduction 2015-2030 and the Early Warnings for All (EW4All) initiative. It is also a commitment under the Paris Agreement and a development imperative underpinning the Sustainable Development Goals.

The workshop will provide a platform for government ministries, development partners, and ADB sector and thematic groups to discuss the importance of CIEWS and their sectoral applications in current and future investments. In particular, the workshop will support selected developing member countries (DMCs) of ADB (Bangladesh, Cambodia, Kazakhstan, Kyrgyz Republic, Lao PDR, Maldives, Mongolia, Nepal, Tajikistan, Timor-Leste and Uzbekistan) in transitioning their Early Warning for All (EW4All) national roadmaps and national framework for climate services in consideration of their country program strategies with ADB to investment programs that can be integrated into their medium-term planning, economic, and fiscal frameworks. 

The specific objectives are to:

  • Discuss the status of and the rationale for increasing investments in CIEWS in the region.
  • Discuss the status of the EW4All national roadmaps, the national framework for climate services, country priorities, as applicable, and required support for CIEWS in relation to the DMCs’ country program strategies.
  • Identify potential high-level investment concepts in CIEWS linked to key sectoral applications.
  • Explore how finance ministries and the countries’ economic sectors can develop and sustain CIEWS investments.
