Series: ADB Data Room: Emerging Areas Sustainable Solutions Initiatives Catalyzing Change Through Regional Strategies and Smart Solutions: A Capacity Development Event for Small Island Developing States in the Pacific 2 to 4 June 2025 The Emerging Areas Energy Sector team of the Asian Development Bank will host four workshops at the Joy Nostalg Hotel in Manila, Philippines. The event will bring together policymakers, regulators, utilities, and development partners from ADB’s developing member countries—particularly Pacific Small Island Developing States (SIDS)—to share knowledge, foster regional cooperation on clean energy transitions, support decarbonization, explore AI applications in power utilities, and provide practical tools and cross-sector insights for effective development interventions. The event will feature four key workshops: The Office of the Pacific Energy Regulators Alliance (OPERA) technical workshop will enhance the technical and regulatory capabilities of Pacific energy regulators. It will facilitate in-person discussions on key topics including renewable energy integration, tariff balancing, and the management of end-of-life solar PV and battery energy storage systems. The De-risking Energy Supply Workshop will see participants engage in a series of technical and policy-driven sessions reviewing energy sector policies, regulatory frameworks, and investment programs. Discussions will center on the roles of utilities, regulators, and government agencies in advancing national energy transition reforms, exploring structured policy solutions that reduce energy supply risks and support decarbonization efforts. The workshop will also serve as a platform to present key insights from the Energy Transition Assessment (ETA) report for Pacific SIDS. The ETA report explores the macroeconomic impacts of fossil fuel dependence, current energy supply risks, and practical mitigation strategies such as fuel price hedging and integrating renewable energy sources. The Pacific Regional Infrastructure and System Metrics (PRISM) workshop will provide hands-on training to members of the Pacific Power Association on the developed PRISM WebApp and Benchmarking Dashboard, a system of AI-enabled applications that will support energy state-owned enterprises in their shift to data-driven decision making and facilitate their improved operational and financial performance. Recognizing the interconnected nature of today’s development challenges—spanning climate change, urbanization, health, education, governance, energy, food, water, environment, social, and economic growth—the Cross-Sector Holistic Development Workshop aims to promote systems thinking and encourage discussion across policy, planning, and implementing agencies. Through interactive sessions, case studies, and collaborative exercises, participants will explore strategies for aligning priorities, leveraging synergies, and building institutional capacities to drive holistic outcomes. This workshop will equip stakeholders from the DMCs with practical tools and insights to design and implement cross-sector development interventions that are more resilient, equitable, and impactful. The workshops will be held during the Asia Clean Energy Forum (ACEF), which will be held from 2 to 6 June 2025 at the ADB Headquarters. Workshop participants will have the opportunity to participate in ACEF activities and engage with the wider ADB stakeholder network.
