ADB at UNFCCC Climate Change Conference (ADB@COP30)
10 to 21 November 2025

Brazil

The Government of Brazil will host the 30th UNFCCC Climate Change Conference (COP30) in Belém, Pará, in the heart of the Amazon. The meeting comprises the thirtieth session of the Conference of the Parties (COP 30), the twentieth session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP 20), and the seventh session serving as the meeting of the Parties to the Paris Agreement (CMA 7).

COP30 marks 10 years since the Paris Agreement’s adoption and a key waypoint for enhanced ambition and implementation this decade, under the COP Presidencies Troika.

Building on the outcomes of COP28 (Dubai, 2023) and COP29 (Baku, 2024), COP30 will advance implementation across mitigation, adaptation, loss and damage, and finance. Following agreements on the New Collective Quantified Goal (NCQG) and the “Baku to Belém Roadmap to 1.3,” Parties are expected to negotiate how international climate finance scales from USD 300 billion toward USD 1.3 trillion annually by 2035.

Objectives

  • Advance delivery on climate finance aligned with the NCQG and the Baku–Belém roadmap, including MDB reform and systemwide collaboration to mobilize public and private capital at scale.
  • Support ambitious 2025 NDCs through international cooperation under the COP Presidencies Troika and knowledge sharing with DMCs.
  • Center nature, people, and resilience in climate action, including forests and biodiversity, cities and infrastructure, and just transition beyond the energy sector.
  • Showcase ADB initiatives and partnerships across finance, technology, and capacity building, with side events featuring new analysis, practical tools, and country experiences.
