New Trust Fund under CEFPF for the Energy Transition Mechanism Established

On 1 June 2022, the Energy Transition Mechanism Partnership Trust Fund (ETMPTF) was established under the Clean Energy Financing Partnership Facility (CEFPF). The multi-partner trust fund was designed to catalyze public and private capital to accelerate the transition from carbon-intensive coal-based power plants to clean energy in Asian Development Bank’s (ADB) developing member countries (DMCs) to reduce greenhouse gas emissions.  

The ETMPTF will play a key role in the energy transition by supporting activities related to:

  1. reducing greenhouse gas emissions from coal-fired power plants through early retirement or repurposing of such plants for clean energy. 
  2. increasing the share of clean energy, including through support for enhanced grid capacity.
  3. helping DMCs develop and enact policy and regulatory measures to accelerate the shift from coal to clean energy; and
  4. supporting the transition to clean energy in a just manner (just transition).

 

The ETMPTF will have an initial $25.0 million contribution from the Government of Japan and will be open to financial contributions from bilateral and multilateral sources, and other public and private sector entities, including foundations and non-government organizations. Since the ETMPTF will initially focus on Southeast Asia, it will be comanaged by the Sector Advisory Service Cluster and the Southeast Asia Energy Division for the first two years of implementation.
