Tran Xuan Tho

Mr. Tran Xuan Tho is a Senior Procurement Officer at the Asian Development Bank (ADB) with over 20 years of experience in project procurement, contract management, and policy advisory for ODA-funded infrastructure projects in Viet Nam, Lao PDR, and Myanmar. He has strong expertise in ADB procurement policies, capacity building, and sector-specific procurement for water supply, transport, and urban development.

Mr. Tho played a leading role in the development and integration of ADB’s e-procurement modules into Viet Nam’s National E-Procurement System (VNEPS), supporting ADB’s digital transformation agenda. He has also contributed to procurement reform and ODA harmonization through policy dialogue with the Government of Viet Nam and has delivered extensive training to executing agencies.

He holds an MBA, as well as dual degrees in construction engineering and economics, and is a certified Project Management Professional (PMP).
