Galumalemana Ta’atialeoitiiti “Titi” Tutuvanu-Schwalger is a Samoan engineer and infrastructure leader who has served as Chief Executive Officer of Samoa’s Land Transport Authority and is now the Pacific Quality Infrastructure Adviser with the Pacific Islands Forum Secretariat and PRIF.

Born and raised in Samoa, she began her career with the Land Transport Authority in 2012 and progressed through key leadership roles in procurement, programming, project management, and national infrastructure delivery.

She is recognised for her work in transport infrastructure, donor-funded project delivery, gender equity in engineering, and strengthening the use of local expertise in Pacific infrastructure development.
