Dr. Shirley Agrupis is the Chairperson of the Commission on Higher Education (CHED) in the Philippines, appointed in May 2025. A multi-awarded academician and researcher, she previously served as the president of Mariano Marcos State University (MMSU). Her expertise lies in plant-based innovations and renewable energy, and she is known for spearheading the National Bioenergy Research and Innovation Center at MMSU. Dr. Agrupis also leads the UniFAST Board, overseeing the implementation of the free higher education law. She holds degrees from MMSU, UP Los Baños, and Shizuoka University in Japan.
