Senior Procurement Specialist, ADB Profile / Bio Profile / Bio Ms. Sharlene Shillingford-Mcklmon is Senior Procurement Specialist at the Asian Development Bank (ADB). She is assigned to the South Asia Transport portfolio and is outposted to the Bangladesh Resident Mission. Prior to joining the ADB, Sharlene headed the East Caribbean Mission to the European Union in Brussels, Belgium where she worked for 3 years primarily on negotiation and mobilization of development finance with the European Commission. Before this, she was Fiduciary Procurement Specialist at the Inter- American Development Bank (IDB) in Washington, D.C., U.S.A. where for more than 4 years she was part of the IDB Country Systems Team. Sharlene also served the Caribbean Community (CARICOM) in various capacities for more than 7 years, including as Deputy Program Manager in Government Procurement Reform where she led the development of the Caribbean Regional Procurement Policy.
