Seung Min Lee

Mr. Lee joined ADB as a financial sector specialist in 2011 and worked in the Office of Regional Economic Integration (OREI). He was a team leader for multiple projects under the Association of Southeast Asian Nations (ASEAN) +3 (Japan, People’s Republic of China, and Republic of Korea) Asian Bond Markets Initiative (ABMI), including the Lao-Thai cross-border bond issuance project, and supported ADB’s Financial Sector Operational Plan development.

Currently, Mr. Lee is the Deputy Representative of the European Representative Office (ERO) of ADB in Frankfurt, in which role he maintains relationships with key stakeholders across ADB’s 17 European member countries, including knowledge sharing initiatives, outreach activities, and external relations. Before joining ERO, Mr. Lee was with the Central and West Asia Regional Department (CWRD), leading regional financial sector cooperation initiatives under Central Asia Regional Economic Cooperation (CAREC). These initiatives include establishing a multi-donor trust fund (CAREC Climate and Sustainability Project Preparatory Fund), creating a regional capital markets development platform such as CAREC Capital Market Regulators Forum, and organizing CAREC Economic and Financial Stability Cluster High-Level Policy Dialogues. Prior to this, he worked in Public Management, the Financial Sector, and the Regional Cooperation Division (EAPF), East Asia Regional Department (EARD), where he led projects in cross-border infrastructure development, regional cooperation and integration, financial sector reform, capital markets development, inclusive finance, and green finance.

Mr. Lee has over 17 years of experience in capital markets, financial sector development, green finance, regional cooperation, project preparation, and implementation with a successful track record of securing funding, external engagement, inter-agency coordination, and strategic planning. Mr. Lee attended Cornell University for his MBA and Korea University for his BS in Political Science and International Relations.
