San Man Mu

San Man Mu serves as the Principal Procurement and Contracts Specialist at the Asian Development Bank (ADB), bringing 27 years of diverse industry experience spanning training, technology, and financial services—with the past 20 years dedicated specifically to procurement. At ADB, she leads three critical functions: (a) Corporate Services non-IT Procurement; (b) Governance, which encompasses procurement reforms, process and systems transformation, policy and guidelines development, and knowledge sharing; and (c) serving as the Business Lead for Payment Information Management, Supplier Information and Contracts Administration systems.

A seasoned professional, San Man is recognized for her deep expertise in global sourcing strategies, her leadership in complex negotiations with major technology providers, and her ability to drive end-to-end process improvements and standardization initiatives. Prior to joining ADB, she was the APAC Head of Citi Services Center Sourcing and APAC Sourcing Services at Citibank, where she played a pivotal role in shaping sourcing strategies across the region.
