Profile / Bio: 

Mr Chow has more than 36 years of professional consulting and management experience in transportation planning and engineering in Greater China, Australasia, Japan, South Korea, South East Asia, South Asia and Africa. He is a Chartered/Professional Engineer in UK, Hong Kong and Australia and is a Fellow of The Chartered Institute of Transport and Logistics. 
Currently, Mr. Chow is an Arup Fellow and Transport Portfolio Leader, leading the rail, highways, aviation, maritime and transport consulting teams in East Asia Region. His experience covers a wide range of areas in transport planning and traffic engineering, and logistics planning. 
He is currently an Adjunct Professor of Department of Geography, the University of Hong Kong (2021-Present). He is also a  member of Harbourfront Commission and member of Road Safety Research Committee appointed by HKSAR Government. He was appointed as a Strategy Consultant in Urban Traffic Planning by the Zhuhai Municipal People’s Government (2012-2018), Guest Professor of School of Civil Engineering and Transportation, South China University of Technology (2014-2017). He has been actively giving lectures at a number of universities and organization in Hong Kong, Mainland China and Thailand.
