Sabeen Afzal, Executive Director, Poly Clinic Islamabad, is a medical doctor with postgraduate qualifications in public health, currently serving at the Ministry of National Health Services, Regulations and Coordination (MoNHSRC), Pakistan. With over 23 years of experience, she has held several key leadership positions across diverse portfolios, including Medical Education and Regulation, Public Health, Nutrition, Maternal, Neonatal and Child Health (MNCH), International Health Regulations (IHR), and Health Systems strengthening.

Dr. Afzal has played a pivotal role in shaping national health policies and strategic frameworks. Her notable contributions include the development of the National Health Vision Pakistan (2016–2025), Pakistan Human Resources for Health Vision (2018–2030), the National Digital Health Framework, a generic Universal Health Coverage (UHC) Benefit Package for Pakistan, the Health Security Financing Assessment, and the National Risk Communication Framework.

Most recently, she led the development of the National Nursing and Midwifery Policy Framework (2025–2034), the audit of existing nursing institutions, and the creation of a national roadmap to enhance Pakistan’s nursing and midwifery workforce.
