Mr. S. M. Moin Uddin Ahmed joined the Bangladesh Public Procurement Authority (BPPA) as Chief Executive Officer (CEO) on 29 June 2025 and was promoted to Secretary on 28 August 2025 while continuing as CEO. As a seasoned public procurement and financial management professional, he led the remarkable task of formulating the Public Procurement Rules 2025 within an exceptionally short period.

Before assuming his current role, Mr. Ahmed served in key positions including Additional Secretary, Energy and Mineral Resources Division; Joint Secretary, Ministry of Public Administration; and General Manager, Bangladesh Forest Industries Development Corporation. He previously held several roles in the Finance Division, where he contributed to major Public Financial Management (PFM) reforms, including the implementation of iBAS++, the Budget and Accounting Classification System (BACS), and automation of pension and electronic fund transfer systems.

A national trainer on BACS and an accomplished researcher with four international publications, Mr. Ahmed joined the Bangladesh Civil Service (Administration) in 1993. He holds multiple advanced degrees, including an MPSM from BRAC University and an MPP from GRIPS, Japan.
