Rowena Zapanta

Rowena Zapanta is the City Administrator of Antipolo City, Philippines, and previously served as City Planning and Development Coordinator. She has worked on urban planning, zoning, and local development coordination in one of the country’s fastest-growing urban areas, supporting efforts to manage land use, infrastructure expansion, and service delivery in line with Antipolo’s development priorities.

As City Administrator, she oversees the implementation of city policies and programs, focusing on efficient governance, sustainable urban growth, and social development. Her work involves coordinating with national agencies, private sector partners, and civil society organizations to support poverty reduction, environmental sustainability, and inclusive local development.
