Robert Boothe

Mr. Robert Boothe is Principal Planning and Policy Economist at the Strategy, Policy, and Partnerships Department of the Asian Development Bank (ADB). In this role, he leads institutional policy and strategy development, with a focus on health, resilience, and global public goods. He has played a key role in shaping ADB’s pandemic response strategy, including the establishment of the Asia Pacific Vaccine Access Facility (APVAX) and broader health system investments. Mr. Boothe brings over two decades of experience in multilateral development policy, strategic planning, and cross-sectoral coordination. His work emphasizes the importance of integrating health security and pandemic preparedness into ADB’s development agenda to strengthen resilience and protect the most vulnerable.
