Executive Director, PHCG Profile / Bio Phillip Tagini is a Solomon Islands lawyer and policy specialist, and Executive Director of Pacific Horizons Consultancy Group (PHCG). He holds a PhD in Law and Policy (Monash University), with postgraduate qualifications in investment and legal practice from the University of the South Pacific. Dr Tagini brings extensive experience in legal, policy, and institutional analysis, stakeholder consultation, and governance design - working with agencies including ADB, USAID, MCC, DFAT, MFAT, the EU and UNDP. He has previously served as Special Secretary to the Prime Minister and has deep expertise in natural resource regulation, customary land governance, and enabling environments for resilient financing mechanisms in the Pacific. He continues to practice law at the Solomon Islands High Court.
