Founder and Principal, PdR Infra Advisory, Health PPP Profile / Bio Profile / Bio Paul is an experienced PPP practitioner and senior executive who has worked with many public and private sector organizations in delivering innovative and complex healthcare PPP projects worldwide over the last 20+ years. After many years in corporate roles, Paul set up on his own in 2017 to focus on the two areas of work he has a real passion for – health PPPs and emerging markets. Since then, he has provided strategic and project advice worldwide for several clients including IFC, World Bank, Clinton Health Access Initiative (CHAI), Asian Development Bank, African Development Bank, and EBRD. Previously, Paul led IFC’s Global Health and Education PPP Advisory business, advising many governments in emerging countries on structuring and delivering PPP projects. Before arriving at IFC in June 2013, he was the Global Leader for health PPPs for PwC. Paul was also a senior member of PwC’s Corporate Finance healthcare team in the UK, joining in September 2000. During that time, he completed several high-profile and complex deals, from the largest UK Healthcare project at Barts and The Royal London to the largest-ever health project for the New Karolinska Hospital in Stockholm. In between, Paul closed other notable deals in the UK and an innovative project in the Turks and Caicos Islands, which included providing long-term clinical services. Paul has been involved in projects internationally in several countries, including Canada, Mexico, Brazil, and Portugal. Paul has provided leadership and support to South Africa, Brazil, the Philippines, India, and Bangladesh projects. The projects Paul has worked on cover many areas, including traditional Infrastructure, service-led PPPs, Primary Care capacity building projects, and Medical Equipment projects. More recently, Paul has been advising several clients on a range of health projects, including in Uzbekistan, Cape Verde, Kazakhstan, and Angola.
