Patricia Rhee

Ms. Patricia Rhee is Assistant General Counsel in the Office of the General Counsel at the Asian Development Bank (ADB), where she leads legal support for ADB’s health sector operations and sovereign lending activities. With deep expertise in international development law and public health financing, she plays a key role in structuring innovative financing mechanisms and advising on legal and policy frameworks to strengthen health systems across Asia and the Pacific. Ms. Rhee has contributed to pandemic response efforts, procurement reforms, and regional health security initiatives. Prior to joining ADB, she worked with international organizations and government institutions on public sector law and institutional development. Her legal work continues to shape inclusive and resilient approaches to development challenges.
