, United States Environmental Protection Agency Profile / Bio Profile / Bio Palmer Hough is an environmental scientist with the US Environmental Protection Agency (EPA) headquarters office in Washington, DC. He is the agency’s national lead on wetlands mitigation issues and the staff lead on the implementation of the Interagency National Wetland Mitigation Action Plan. Before coming to Washington, Hough was an environmental scientist in EPA’s Region IV office in Atlanta, Georgia, where he managed the agency’s wetlands regulatory, enforcement, and grants responsibilities in Alabama, Mississippi, and northwest Florida. He holds a master’s degree in Botany from the University of Georgia and a bachelor’s degree in Natural Resources from the University of the South.
