President, Philippine League of Local Environment and Natural Resources Officers Profile / Bio Profile / Bio Oliver Gonzales is Batangas City’s Environment and Natural Resources Officer and the President of the Philippine League of Local Environment and Natural Resources Officer. He is among the people who developed the Batangas City Environment Code, which was awarded the Project Award during the15th International Awards for Liveable Communities in Songpa, Seoul, South Korea. A fellow of the UNDP Young leaders in governance, Oliver holds a Bachelor's degree in Chemical Engineering and also finished an Environmental Monitoring and Modeling Course from the Water Institute of Technology in Delft, the Netherlands. Oliver was also involved with the NDC Support Cluster Thematic Working Groups on Governance and Transparency in Washington, D.C., and the Asia LEDS partnership for the Multi-level Governance and the NDCs in Asia.
