Norman A. Tilos is a sustainable finance professional with over 25 years of experience structuring innovative financial instruments for nature-positive investments across Asia and the Pacific. His expertise lies at the critical intersection of conservation finance and risk management, specifically designed to mobilize private capital for ecosystem resilience.

Through Global Innovation Lab for Climate Finance, Norman collaborated with a team to develop a USD 100M blended finance facility for Southeast Asia, structuring green bonds and debt instruments for forest and marine conservation.  

With deep, on-the-ground experience in the Philippines, Norman has recently collaborated with local financial institutions to develop investible project pipelines for initiatives like the Mangrove Breakthrough and co-designed actionable roadmaps for integrating nature into bank portfolios. His work consistently involves forging strategic alliances with regulators (BSP, SEC), government agencies (DENR, DOF), and multilateral partners such as the ADB, IFC, and UNDP to strengthen enabling environments and unlock finance for conservation at scale.
