Noel B. Anderson is an Integrity Specialist with the Office of Anticorruption and Integrity (OAI) of the Asian Development Bank (ADB). He primarily investigates integrity violations (i.e., fraud, corruption, collusion, coercion, abuse, conflict of interest, and obstruction) related to ADB-financed, administered, or supported activities which may lead to sanctions and other remedial actions against firms and individuals.
Noel retired as a Criminal Investigator/Special Agent for the U.S. Government after 25 years of service prior to joining ADB, where he conducted worldwide investigations into allegations of criminal, civil, and administrative violations against the United States to include fraud, corruption, bribery, kickbacks, false claims, conflicts of interest, bid rigging, theft and embezzlement. Aside from being a Federal Agent, Noel was also a commissioned Foreign Service Officer assigned to various U.S. Embassies around the world. Prior to his career with the U.S. Government, Noel served with the U.S. Army’s 2nd, 4th, and 8th Infantry Divisions in various posts around the world.
Noel holds a BA in Political Science, a Master of Business Administration, and a Senior Executive Fellow with the Harvard University, Kennedy School of Government. Noel is also a Certified Fraud Examiner.
