Mr. Naveed Akbar, a distinguished Government Servant, Development Professional, System Designer, and Economist, brings over 18 years of expertise in multi-sectoral program design and implementation, with a focus on adaptive and climate-resilient social protection. Mr. Akbar was among the pioneers who designed the Benazir Income Support Programme (BISP), one of the largest social safety nets globally, known for its inclusive programming targeting marginalized segments of society and its integration of business intelligence and data-driven decision-making. He has spearheaded Pakistan's first digital socio-economic census covering over 35 million households and established the Dynamic and Shock-Responsive National Socio-Economic Registry at BISP. He has also been responsible for designing and implementing successful Health & Nutrition and Education focused Conditional Cash Transfer Programs all across Pakistan.

Besides designing country’s largest social safety net, Mr. Akbar is also experienced in implementing several social protection related initiatives including biometric-verified payment system, shock-responsive emergency cash assistance during COVID-19, two-way data sharing platform, and response to recent monsoon Floods in Pakistan. He is also specialized and experienced in successful designing and implementation of targeted subsidies for poor and ultra-poor segments of the country.
