Profile / Bio

Nagaraju Duthaluri brings over four decades of distinguished experience in public procurement,
spanning strategic reform and modernization, capacity building, and innovation across diverse global contexts. As Lead Procurement Specialist at the World Bank, he currently supports public procurement reforms and portfolio preparation and implementation in Bangladesh and Bhutan.

With 20 years at the World Bank, over three years in Bank-financed projects, and 17 years with Indian Railways, Nagaraju has contributed to procurement transformation across four World Bank regions: Africa East and Southern (AFE), Europe and Central Asia (ECA), South Asia (SAR), and East Asia and Pacific (EAP).

He led the rollout of Rwanda’s nationwide e-Government Procurement (e-GP) system—the first of its kind in Africa—setting a precedent for digital procurement reforms continent-wide. In Kenya, his reform of textbook procurement through framework agreements saved the country $138 million in a single year. He pioneered beneficial ownership disclosure in public procurement in Kenya, now being replicated in Bangladesh, Mozambique, and Madagascar.

Nagaraju has developed and implemented e-GP strategies in several countries including Mozambique, Madagascar, Comoros, Angola, and São Tomé and Príncipe, securing financing and driving adoption. His commitment to sustainable capacity building is reflected in the establishment of Centers of Excellence and training programs across Africa, South Asia, and Europe and Central Asia including Procurement in the Bank financed operations in Bangladesh Institute of management.

His work continues to shape procurement policy and practice at national and regional levels, making him a key contributor to the global dialogue on transparent, efficient, and inclusive public procurement systems.
