Muliagatele Tiumalu Malcolm Esera

Muliagatele Tiumalu Malcolm Esera is the Acting Chief Executive Officer of Samoa’s Land Transport Authority, where he helps lead the agency responsible for road transport infrastructure, operations, and service delivery.

He has also served as Manager of the Project Management Division, supporting the delivery of major road and climate resilience projects, including works under Samoa’s aviation and roads investment programs.

His work reflects strong experience in public infrastructure management, project delivery, procurement coordination, and strengthening Samoa’s transport network through resilient and sustainable road development.
