Mohammed Zulyaminayn is Senior Procurement Officer in ADB Bangladesh Resident Mission (BRM) who currently provides procurement support and oversight currently to Education and Health, Energy, Urban and Water sectors in Bangladesh portfolio. Since joining as staff in ADB in April 2014, Zulyaminayn provided support to project teams in supervising many large and complex procurement packages implemented by relevant government agencies, and facilitated capacity development events on procurement of goods, works, and consulting services. Since 2015, he has been the leading team member for design, development, and implementation of Procurement Activity Monitoring Tool (www.bdpamt.org), web-based information system targeted for use by the executing and implementing agencies.

He has obtained graduation from Bangladesh University of Engineering and Technology (BUET) in 1993. He has Master’s in Civil Engineering from Texas A&M University (TAMU) at College Station, Texas, USA. During post-graduate studies, he was devoted in research activities at the Texas Transportation Institute (TTI) under Texas A&M University Systems from 2000 to 2002, developed pilot software application for Adaptive Prediction of Pavement Performance, and won the 2nd prize from American Society of Civil Engineers (ASCE).

Since 2007, Zulyaminayn has been a certified National Procurement Trainer enlisted by Central Procurement Technical Unit (CPTU) of Bangladesh. Zulyaminayn is a life fellow of Institution of Engineers, Bangladesh. In 2010, he received “Training of Trainers” on “CIPS Level-5 Advanced Diploma” conducted by The Chartered Institute of Procurement & Supply (CIPS).

During 30 years of experience directly related to public procurement, Zulyaminayn worked with two large government departments in Bangladesh, also worked for major development partners: Asian Development Bank (ADB), World Bank (WB) and former Department for International Development (DFID), U.K. as procurement expert and provided support for efficient procurement of goods, works, and consulting services under various development projects including capacity building of concerned executing agencies.

During his employment as government official for Local Government Engineering Department (LGED), he directly supervised many packages of procurement of goods and works through international competitive bidding, and recruitment of international consulting firms, and provided solutions to a wide spectrum of complex issues related to procurement within government offices. He was the key responsible person for procurement management of goods and works during his tenures in district and upazila offices of LGED. He was also involved in implementation of large procurement contracts of LGED, such as: Construction of Flyover at Khilgaon in Dhaka City. He worked in the core group of LGED officials for introducing Managing for Development Results (MfDR) supported by Asian Development Bank (ADB) and facilitated preparation of Internal and External Results Framework for LGED as a development institution.

He was engaged as a consultant in world bank funded Public Procurement Reform Project in Bangladesh and worked for procurement capacity development of a large government organization, the Roads & Highways Department from 2008 to 2010.

For continued professional development, Zulyaminayn has successfully completed more than 50 trainings/ seminars/ workshops/ study tours in different esteemed institutions around the globe in Bangladesh, Denmark, Italy, Japan, Kenya, Lao PDR, Nepal, Philippines, Singapore, South Korea, Sri Lanka, Thailand, USA and India.
