Profile / Bio

Choi Minsoo is the Senior Deputy Director of the e-Procurement Planning Division at the Public Procurement Service (PPS), Republic of Korea, where he is responsible for the integration and optimization of national procurement information systems. He leads efforts to strengthen communication and interoperability across public and private platforms, enhancing efficiency, transparency, and service delivery in the procurement process.

He also oversees the ICT enhancement project under the Republic of Korea’s Official Development Assistance (ODA) program, supporting digital modernization and capacity building in partner countries. With more than 10 years of experience in public procurement, Choi previously managed the operations of KONEPS (Korea Online e-Procurement System). His past roles include serving as a fair procurement investigator and development manager for the contract performance monitoring system.

Choi completed two years of military service with the U.S. Army as part of the Finance Information Management Division and was honorably discharged at the rank of Sergeant. He is a certified Information Engineer in both Korea and Japan. He holds a master’s degree in Public Policy from Meiji University in Japan and a bachelor’s degree in Information Engineering from Niigata University, also in Japan.
