Madeline leads grassroots efforts for urban poor housing solutions in the context of heat waves, recurring typhoons causing floods, and infrastructure loss in the region. As a member of the Union of Local Authorities of the Philippines and the Huairou Commission, she champions inclusive resilience and gender justice in urban communities. Through non-violent campaigns, Madeline secured government support for the People's Plan, facilitating housing for 900 Informal Settler Families. 

She supported the amendment of the 50-year-old Estate Management Manual of the National Housing Authority, empowered community leaders, and initiated COVID-19 safety protocols. Madeline drives legislative advocacy for sustainable housing while spearheading initiatives in women's rights, disaster risk reduction, and climate action through urban farming, livelihoods, natural resources management, and human rights. Her strategic leadership in partnership with local and national government institutions has advanced community empowerment, resilience, and social justice in Pasig City and beyond.
