Gender Specialist, Consultant, ADB Profile / Bio Ms. Ma Luisa (Lulu) Zuniga-Carmine is a Gender Specialist, who has over 20 years of experience working on poverty, involuntary resettlement, and gender in 14 Pacific countries including Kiribati, Tonga, Samoa, Tuvalu and Fjij. She has also worked in Asia including Sri Lanka, Kyrgyztan, Mongolia and China. She is an experienced gender specialist conducting training, preparing and implementing gender action plans. She has worked directly or through firms in preparing and implementing ADB-funded projects with gender requirements. Lulu has worked on infrastructure projects such as roads, water supply, airports, wharves, solar power, health, education, and solid waste throughout the Pacific Islands. She has also worked on a policy-based lending project. In her current role as consultant for ADB, she has been supporting GAP implementation and reporting working with Gender Specialists in projects in Tonga, Solomon Islands, Vanuatu, Samoa and the North Pacific since 2021.
