Leotes brings strong expertise in the areas of education, digital learning, early childhood development (ECD), M&E, communications, knowledge management, partnerships building, education sector planning and coordination, systems building, and capacity development support to countries. She has led country-level work on digital learning for primary and secondary students, and edutainment for young children and their families. She is passionate about re-imagining education to make it accessible for all children and responsive to the needs of a fast-changing world. Leotes holds a master’s degree in communication for development with a focus on education and a bachelor’s in economics and public administration from the University of the Philippines, and graduate courses on education redesign and education leadership from the Harvard Graduate School of Education.
