Latharo Lor

Lor Latharo is a Senior Procurement Specialist at the World Bank's Cambodia Country office. He holds a Master of Civil Engineering and a Bachelor of Hydraulic Engineering from the Institute of Technology of Cambodia.

Latharo has extensive experience in procurement and construction, having worked with various organizations, including as the Procurement Manager at Huawei Technologies (Cambodia) Co., Ltd., Supply and logistics at the United Nations Children’s Fund (UNICEF), and National consultant engineer at the World Bank Flood Emergency Rehabilitation Project.

In the current role, Latharo assists in the implementation of procurement activities, evaluates procurement implications of project designs, participates in missions and negotiations, and provides advice on procurement policies and procedures.
