Health Systems and Financing Specialist (Consultant), ADB Profile / Bio Dr. Kirankumar Rade is a Medical doctor and Public health professional, epidemiologist with keen interest in control of communicable diseases especially Tuberculosis, malaria, leprosy, and COVID-19. While working with WHO Country Office for India, offered technical assistance to India’s National TB Programme, in diverse and challenging conditions, initially in state of Bihar and then in Gujarat and Central TB Division in Ministry of Health & Family Welfare. Designed first state representative Tuberculosis prevalence Survey for the state of Gujarat. Designed real time TB surveillance system (Nikshay) and Direct Benefit Transfer for TB patients. Designed digital TB notification system and National call center for TB programme. Designed the National TB Prevalence survey and sub-national TB surveillance for district-level burden estimation and mortality prevention, and four rounds of National serosurveys for SARS-CoV-2. He contributed to synthesis of India’s National Strategic Plant to End TB between 2012-17, 2017-2025 & 2025-2030 and its implementation monitoring with capacity building. Globally, contributed to the development of the Global Plan to STOP-TB 2016-20, updating TB Global Plan 2023-2030, Global Burden of Diseases (GBD) for TB, TB Modelling and Analysis Consortium (MAC) for post-2015 TB targets and WHO’s Digital Health Global Task Force. Also undertook special assignments for TB epidemiological assessment in countries like Myanmar and Bangladesh. Developed an ‘Evidence-Based Decision Making’ (EBDM) training curriculum and conducted ToT batches for Myanmar. Undertook international assignment with IOM, Geneva (UN Agency for Migration) for assessment and evaluation of TB services, including SOPs in 8 countries: Malaysia, Thailand, Vietnam, Russian Federation, Jordan, Ghana, Kenya, and Tanzania, and recommended changes in SOPs as well as its implementation. Conducted landscape assessment of TB and Pandemic preparedness in 10 ASEAN countries. Conducted in-depth review of TB screening policies in Indonesia for WHO’s global consultation on sub-clinical TB.
