Keiko Nowacka

Director, ADB

Keiko Nowacka is Director of the Gender Equality Division in the Sustainable Development and Climate Change Department at the Asian Development Bank (ADB), where she leads the division’s work on gender equality and women’s empowerment. She previously served as Principal Social Development Specialist (Gender and Development) in the same division.

Before joining ADB, she led the gender program at the Organisation for Economic Co-operation and Development (OECD) Development Centre, overseeing the Social Institutions and Gender Index (SIGI). She also worked at UNESCO, where she led the first Global Report on Gender and Culture (2014) and advanced gender mainstreaming in the cultural and creative industries. Earlier in her career, she was Operations Manager at Camfed, an NGO supporting girls’ secondary education in sub-Saharan Africa. She holds a PhD from the University of Cambridge and graduated from the University of Sydney.
