Julie B. Dulce is currently a Utility Economics analyst of the Manila Electric Company (MERALCO) and has been with the company for 13 years. She has been leading the company’s advocacy in the implementation of renewable energy (RE) policies such as Feed-in-Tariff (FIT) System, Renewable Portfolio Standards (RPS), Net Metering Program, and the Green Energy Option Program. She is part of the company’s core team that pioneered the implementation of the Net Metering program in the country. As part of the Utility Economics Division, Ms. Dulce is also involved in the area of utility regulation, policy research and advocacy, and economic studies.

Prior to joining Meralco, Ms. Dulce was a junior consultant for a USAID project on sustainable energy development program. She graduated from the University of the Philippines and has taken MBA courses from the Ateneo Graduate School of Business. She also completed a program on Capacity Development on Renewable Energy and Grid Integration of the Renewables Academy of Germany (RENAC), in Berlin.
