Jonghwa Choe is a research fellow at the Science and Technology Policy Institute (STEPI) in Sejong, Korea, specializing in science, technology, and innovation (STI) policies. Previously, he was a policy researcher at the Korea Institute of Public Procurement (KIP). His primary research interests include Public Procurement for Innovation (PPI), demand-based innovation in public sectors, improving R&D efficiency through public procurement, and addressing lock-in effects in public markets. Recently, he has focused on PPI related to new converging technologies and policies for innovative startup SMEs.
Mr. Choe is an alumnus of Yonsei University where he obtained his bachelor's degree in management information system in 2003, earned his master’s degree in computer and industrial system engineering in 2005, and was conferred Ph. D degree in information and engineering in 2010.
