Joel Syquia

Joel Syquia is a Principal Public Sector Specialist in ADB’s Sectors Department 3 – Public Sector Management and Governance Sector Office (SD3-PSMG). He leads SD3-PSMG’s Strategy, Emerging Areas and Knowledge team, and handles policy-based operations that introduce reforms in the areas of public financial management and fiscal sustainability, enabling environments for private sector development, climate and disaster resilience, state-owned enterprise reforms, and asset management. He also designed and rolled out ADB’s Governance and MacrofiscalPillars assessment methodology, which informs ADB’s country partnership strategies and programmatic pipelines for developing member countries. 

Prior to this, Joel was the Unit Head for Due Diligence at ADB’s Office of Anti-Corruption and Integrity, and a Senior Procurement Specialist at ADB’s Procurement, Portfolio and Financial Management Department. He also served as Legal Officer and Procurement Lead at the Global Fund to Fight AIDS, Tuberculosis and Malaria in Geneva, Switzerland. Joel holds a master’s degree in law and is an ACAMS Certified Anti-Money Laundering Specialist. He has 27 years of professional experience in governance, public sector management, law, integrity, and procurement.
