Disaster Risk Management Officer, ADB Profile / Bio Jean De Pano is a Disaster Risk Management Officer in the Climate Change and Sustainable Development Department of ADB, currently supporting the Philippine Country Office. She provides technical support to the development, implementation, and coordination of ADB’s disaster risk management agenda, including upstream analytical and diagnostic work, as well as the design and monitoring of thematic and sector‑focused initiatives on disaster resilience. Jean brings extensive public sector experience across policy and governance, disaster risk management, peace and conflict, and urban development. Her work includes strengthening education sector resilience through safe and resilient school infrastructure; analytical studies on urban resilience and investment planning, and policy programs supporting contingent disaster financing. She has also contributed to initiatives on disaster preparedness and response, rehabilitation and recovery, and resilient infrastructure. Jean holds a Master of Arts in Public Policy from the University of Sydney and a Bachelor of Science in Community Development from the University of the Philippines Diliman.
