Profile / Bio: 

Dr. Jacqueline Frances Flores Momville specializes in the field of public health leadership and governance focused on local health systems and organizational development to provide quality and equitable health services aimed at improving lives of people especially the underserved. The last ten years of her public health practice focused on community-based health, mentoring and coaching of leaders for health, program and training development, competency assessment and enhancement, strategic planning and implementation, and organizational management and development.

Currently, she is the Provincial Health Officer of Agusan del Sur. Since 2018 of leading health in the province, she championed reforms on systems and processes enhancement, human resource for health development, local health systems integration, budget for health increase, and collaboration with health leaders. When the COVID-19 pandemic erupted early of 2020, she led the provincial disaster response for health that institutionalized disease surveillance, established a molecular laboratory with less than 24-hour electronic results, ensured vaccination coverage, upgraded capacity of hospitals, and begun building a resilient provincial health system.

With Zuellig Family Foundation from 2015-2018, she worked with leaders in the local, regional and national levels espousing the practice of bridging leadership to improve health systems for better health outcomes of the people. During her two-year service as Municipal Health Officer and Municipal Nutrition Action Officer of the island municipality of Sabtang, Batanes under the Doctors to the Barrios of the Department of Health in 2012-2014, she standardized salary of health workers, facilitated the construction of primary healthcare facilities, ensured regular health services to the barangays, empowered the primary and community health workers, and ensured nutrition efforts sustainability.

Her passion for service to the people in underserved communities was kindled and invigorated during her one-year volunteer service as a parochial school teacher in Lawaan, Eastern Samar last 2005-2006 with the Jesuit Volunteer Philippines, Inc.

She graduated with honors in Bachelor of Science in Biology from the Ateneo de Manila University. She took medicine at University of the Philippines – Manila and was awarded for community service. She earned her Master in Public Management Major in Health Systems Development at the Development Academy of the Philippines and garnered silver medal for academic excellence.

She is currently the Secretary and founding board member of the Philippine Society of Public Health Physicians (PSPHP), presently the Vice-President and a founding partner of Alliance for Improving Health Outcomes, Inc. (AIHO), and the Assistant Treasurer of the Provincial Health Officers Association of the Philippines (PHOAP).
