Advisor, Private Sector Operations Department, ADB Profile / Bio Profile / Bio Hisaka Kimura, the Advisor to the Private Sector Operations Department (PSOD) of Asian Development Bank, has over 25 years of experience in arranging finance for energy, natural resources, water, and municipal environmental infrastructure projects in various countries, including East Asia, Russia, Central, and Eastern Europe. Earlier in her career, Hisaka worked for the European Bank of Reconstruction and Development and Ernst & Young in London and began her career at Mizuho Bank in Tokyo. Based in Beijing, Hisaka oversees the entire project cycle covering business development, structuring, negotiation, implementation, regulatory monitoring, and knowledge-sharing. She holds master's degrees in Finance from London Business School and in Environmental Economics from Imperial College, University of London. She completed an executive program, Infrastructure in a Market Economy, and Senior Executive Fellows at Harvard Kennedy School.
